opi\u00e1ceos (OAT) \u00e9 o tratamento mais eficaz para a depend\u00eancia de opi\u00e1ceos, embora dependa em grande medida da presta\u00e7\u00e3o regular de cuidados de sa\u00fade presenciais. Ap\u00f3s o aparecimento da COVID-19, as pol\u00edticas foram rapidamente alteradas na Irlanda para reduzir o risco de contrair o v\u00edrus, tanto para os utentes como para os prestadores de tratamento. A partir de mar\u00e7o de 2020, o Gabinete Nacional de Inclus\u00e3o Social do Health Service Executive (HSE) introduziu uma s\u00e9rie de orienta\u00e7\u00f5es nacionais de conting\u00eancia, a fim de garantir um acesso r\u00e1pido e ininterrupto \u00e0 OAT, equilibrando simultaneamente os esfor\u00e7os para atenuar os riscos da COVID-19. O Programa do Governo para 2020 afirma que manter\u00e1 muitas das medidas introduzidas durante a pandemia de COVID-19 para reduzir os tempos de espera no acesso aos servi\u00e7os de tratamento e reduzir a mortalidade por overdose. Por conseguinte, \u00e9 essencial examinar os impactos, os benef\u00edcios e as consequ\u00eancias n\u00e3o intencionais das medidas especiais introduzidas durante a COVID-19 a n\u00edvel nacional, informando assim quais as medidas que podem e devem ser mantidas durante e ap\u00f3s a COVID-19 para apoiar cuidados eficazes, seguros e centrados no doente, promovendo a sa\u00fade e o bem-estar de todas as pessoas com depend\u00eancia de opi\u00e1ceos. O objetivo deste projeto \u00e9 identificar prioridades para a melhoria da qualidade que servir\u00e3o de base \u00e0 tomada de decis\u00f5es cl\u00ednicas durante e ap\u00f3s a pandemia. Este objetivo ser\u00e1 alcan\u00e7ado atrav\u00e9s de um estudo de consenso Delphi. Os indicadores de qualidade ser\u00e3o identificados atrav\u00e9s da compara\u00e7\u00e3o das diretrizes nacionais de conting\u00eancia com as diretrizes cl\u00ednicas nacionais de 2016. O grupo diretor do projeto analisar\u00e1 os indicadores propostos e os indicadores de qualidade acordados ser\u00e3o integrados num question\u00e1rio Delphi em linha. Ser\u00e3o convidados cem participantes para formar o painel de consenso Delphi, que incluir\u00e1 um vasto leque de partes interessadas, incluindo pessoas que acedem aos servi\u00e7os de OAT, m\u00e9dicos de cl\u00ednica geral, farmac\u00eauticos e trabalhadores de proximidade. Os dados obtidos com este estudo servir\u00e3o de base para as decis\u00f5es pol\u00edticas nacionais relativas \u00e0 melhoria da qualidade dos cuidados no dom\u00ednio da TSO.
